The MARS Working Group of the Committee on Earth and Environmental Sciences has been charged with development of a coordinated federal research strategy for mitigation of, and adaptation to, global change, with assessment of economic, social and environmental effects of the proposed responses.

The strategy emphasizes two key themes: risk assessment and a “comprehensive approach.”

The goal of the program is to establish the scientific, technological and economic basis for developing policies and strategies that will result in responses to global change that are efficient and that maximize environmental and economic well-being.
